Certificate Attestation for Nurses Going Abroad
A bureaucratic chain that is simple once you understand it, and expensive when you do it in the wrong order.
The Chain, In Order

Order matters and cannot be skipped. The MEA will not attest a document that has not been authenticated by the state, and an embassy will not attest one the MEA has not stamped. Agencies that promise to skip a step are either wrong or doing something you do not want attached to your file.
Which Documents Need It
- Nursing degree or diploma — always
- State nursing council registration — usually
- Higher secondary certificates — some countries require the full educational chain
- Experience certificates — frequently, and this is where nurses get caught out
- Additional professional certificates, including administration qualifications, where the role depends on them
- Personal documents — marriage or birth certificates where family visas are involved
Common Mistakes
- Attesting only the degree and discovering later that registration and experience certificates were also required — each additional round costs time and money
- Starting with the embassy and being sent back to the beginning
- Name mismatches between passport, degree and registration, which stop the chain at whichever step first notices
- Laminated certificates — many authorities will not attest them
- Attesting photocopies where originals are required
- Leaving it until a job offer arrives, then discovering the chain takes longer than the employer will wait
Kerala-Specific Note
Kerala nurses have an advantage here that is easy to underuse: NORKA (the Non-Resident Keralites Affairs department) exists precisely to support Keralites working abroad, including with attestation. Kerala’s attestation infrastructure is among the most developed in India because so much of the state’s workforce emigrates. Use it rather than an unknown agent.
Verify before relying on this. Procedures, fees and document lists change. Always check the current requirements published by the relevant authority or agency before paying anything.
Attesting an Administration Certificate
Both nursing administration certificates — the TTMSTRCT Council Trust certification and the UGC-approved university skill certification — follow the same chain and are attestable for overseas employment.
